DEC 3000 AXP Diagnostic Display Lights.

I have an old DEC 3000 Model 8000 AXP server which is no longer under maintenance. When powered up the system does not Halt or boot but simply displays 18 in the diagnostics lights. Does anybody know what 18 means and where can I get a full list of the diagnostic meanings.
