Today i have got new PABX openscape 4000 with software "OpenScape 4000 V7_R1_39_0". what will be easy for me ?
should i continue with same software and install hotfix to solve 2016 date
OR I should download new software from unify partner.

There is an easy to install patch available for V7 R1.39.x - all you do is get the patch, use Software Transfer from Assistant to transfer it, and then activate it. (read whatever release notes come with it, of course).

The upgrade from V7 R1 to V7 R2 is no easy task - a whole class for technicians has been written for that purpose. I am getting ready to do that myself - for an experienced person, you could estimate 6 - 7 hours of frep work in advance, and then maybe 90 minutes of downtime wheile everything loads and the system comes back up. It will take longer if you have any remote AP shelves, virtual shelves or APEs configured. I was there for our upgrade from V7 R0 to V7 R1 using the same process and I would say it took 10 - 11 hours. I also think that was the first time that tech did one outside of class. This next one I will be doing myself, with a tech on standby just in case.

I would do the patch. If you have a contract they want you to stay no more than 3 versions behind... If you can procrastinate until the end of June, V7 R3 is supposed to be coming out - why put yourself through that twice!
