I am on redhat 9, how do i change it so that the default user permissions are 711 ??

If you are referring to default permissions for file creation, then use the command "umask 0066". If you want the change to be premanent, put it in your ".bash_profile" logon script.

well, what i need is for the /home/username directory to be 711 so that html files will load on the user website.

sorry, i guess i wasnt clear.

I want to change it so that it its 711 by default amount creation, so t hat everytime uyou add a uwser account it gets set to 711 automatically.

modify .bash_profile in /etc/skel with the above umask
This will affect all new users.

that will change the directory /home/username persmissions to 711? Won't that just set it so that all newly created files are 711?
