Dead icons in Control Panel

I've trawled through the FAQ's and found problems *similar* to this, but the solutions don't seem to apply to my problem.

I have four Icons: Mouse, Keyboard, Printers and Fonts which show various signs of deadness.

The Mouse icon has the default "document" icon and no text.
The Keyboard, Printers and Fonts icons -are- there, but have no text. The all do absolutly nothing.

Start>Settings>Printers still works.

I'm running W98se on a Tosh, but I've seen this on other PCs and platforms: Compaq, Dell, Opus with mixtures of W98a, W94a,b,etc etc. The only cure I've managed to effect in the past was a re-install almost from scratch.

I've run SFC which couldn't find anything wrong, and being untrusting I tried extracting main.cpl from the cab files. This didn't do anything at all (advantageous or detrimental)
