Dead air during calls

I have a 8700 at a site, when on a call internal or from outside the call, the call goes in and out. experienceing dead air. checked all my clan and medpro boards and they are set at 100/full. When on a call i see one way network delay reach 510 ms and packet loss goes to 10%

Anyone have the same issues or any direction to point me in.
