De-registering a SIP soft-phone license key from Mitel 5000 1

Hello, I am trying to de-register a sip soft-phone license key so that it can be used for another individual. We removed the application from the PC that soft-phone resided on (Mitel Unified Communicator Express) and removed the extension for the phone system. I am still not able to register a new soft-phone with existing license key. Is there something else I need to do to free the license up?

I think the key gets tied to the PC it was loaded on , its not transferable to another machine .

Folder Description
C:\Documents and Settings\AllUsers\ApplicationData\InGenius\UCX\licenses.xml
This file contains license information. It controlswhat features and phones the application is
licensed to use.
UC Express checks this file every time it starts to ensure that it is valid.
Do not modify this file or the application will not run.
If you delete this file you will have to re-enter your license key. Re-entering the license key does not
consume another license if you are entering it on the same computer.
You cannot move this file to another computer to license the other computer since it contains hardware identification information.

When you register the lisense it uses some information on the PC with the license key to create this file.
