DDL Language through ACCPAC XAPI 1

Could someone advise if there is a way to create a DATABASE and or a TABLE through ACCPAC's XAPI?

No - not easily anyway. For Accpac to be aware of the table and for the table to be retained during dump/load it must be properly defined in a view, and the correct way of doing that is by using the Accpac SDK.
