dddw weird behavior on first click

We have a drop down data window in pb 11.0 that is exhibiting strange behavior. If the user clicks on the down arrow of the dropdown control, 1 item appears in the list. If the user clicks in the textbox area of the control, multiple items appear in the list.

Are these separate events?

I appreciate any information concerning why we are seeing differetn behavior depending on where the user clicks in a drop down data window.
