DCU Ports on IO card

One of the systems at my location is a one cabinet, Fujitsu 9600ES. I started to have problems with ports DCU00 and DCU01. They were used for remote login and SMDR output. I was able to login on DCU21 and what I've noticed is the DCU01 reads "TROUBLE". Does this means it's dead? And why won't DCU00 not work now? Anything I can do?

Another question. We have a spare IO card for this system and when I went through the procedure to replace the card it just came up as 'busy' with the 'd' indicator. I'm wondering if I'm doing something wrong to replace. Can someone look over my procedure and see if I'm right?

1. REM IO, DCU00
2. REM IO, DCU01
3. REM IO, FM00
4. REM IO, FM01
5. Shut down system
6. Replace card and put in flash from old card
7. Restart
