DCL script question

I have a script that is used to set the Decterm window name. I have no clue what it is doing a certain part.
OCS[0,8] = 157
ST[0,8] = 156

It uses these values during the output but if I try and print them I get nothing so I am assuming they are some kind of control char's??

Yes, these are eight-bit control characters, the equivalent 7 -bit control sequences ar:
The OSC character is the 8-bit equivalent of the "ESC ]" sequence;
the ST character is the 8-bit equivalent of "ESC \".
