DCH EST continously but no alarm or RLS

We have a problem that I have never seen. We have some T1 spans with 2 D channels. The one on standby/backup, several times per minute will give the message DCH XX EST. We do not see any DTA errors a RLS message. The Net side does not report seeing anything. If it matters, these circuits go to a DCME DTX-600 from our CS1000M.

Also, 34 was the standby and 66 was the active and the DCH EST was coming in on 34. So it is following whichever is in standby.
