DCFW to a phantom TN 1

Rather than give users the capacity to cfwd to an external number, we give them a phantom that's dcfw'd to an external # to allow them to fwd to a 4 digit dn that goes to their cell phone, home, whatever. This is on an X11. Someone did a change where now an internal network call will fwd to the ext number, if you dial the 4 digit DN of the phantom it will go out to the ext number, but calls from the outside world will not fwd to the external number.
Anything to restrict a trunk/trunk transfer, or any ideas where to look guys? I'm an F9600 guy now living in a nortel world...help?

Go into LD 21 and PRT, RDR. Look for OPT check to see if CFF or CFO. Set to CFF and test. CFO NCOS of Orig TN. CFF NCOS of Forward TN.
