DC gone bad and one not present

I have two problems that are somewhat similar.

Server1 is a DC that is no longer active in the AD and needs to be removed, how can I remove it without much effect on the domain?

Server2 is a DC that held all the FSMO roles and was a GC server as well as a DNS server, RAS server and FILE server. I want to transfer the FSMO roles to another DC in the domain and then using DCPROMO demote it to a member server. Will doing this have any affect on the other services it provides?
