DBUA Thinks this is a Rerun operation.

In a W2K3 server I loaded 10g 10.2.0. I then ran the REL 4 patch set, applying it at D:\\oracle\product\10.2.0\db_1. I then tried to run DBUA and got an error during the first step of DBUA. "ORA-12560 TNS:protocol Adapter Error"
"DBUA thinks this is a Rerun operation and is trying to connect to the database with oracle home D:\\oracle\product\10.2.0\db_1... Remove Welcome_REMEDY.txt file and invoke DBUA. No such file exist. After several failed attempts, I removed oracle, removed all the files on C: and D:, and cleaned the Registry of all oracle related entries. Reloaded Oracle again and got the same results. I tried a manual database upgrade through SQLPlus but got the same ORA error.
