dbua can't configure database control

I tried upgrade a 9.2.6 database to 10G release 2 using DBUA, I got to the point that DBUA configuring the Enter prise manager ( DB control), the DBUA hang there for long time then I stopped the process, then DBUA gave a message like : error starting database control,... you can retry confuguring the database later by manually running ... script.

Anybody know this issue, how to fix it? Thanks
