If I understand your question, you are misinformed about dbms_sql. This package is not available via a download of some executable. Rather the sql for creating it is supplied with your Oracle database. You should be able to find it in {oracle home}\rdbms\admin\dbmssql.sql.

This sql is automatically executed at database creation by running the catproc script. That creates the dbms_sql package in the SYS schema.
