It's certainly available in Oracle 8, in the dbmsrand.sql script. It may not have been installed.
As SYS you should run the following scripts exactly in this order:
dbmsoctk.sql; prvtoctk.sql; dbmsrand.sql
If you haven't got these scripts anywhere it's almost certain your version of Oracle won't support DBMS_RAND
