dbmmanage problem

when i try to use dbmmanage to add a new user i get an error message
"Can't tie advice_passwd: at /usr/bin/dbmmanage line 202."

i have used this program many times before and as far as i know nothing has changed on the server

i am using apache 1.3.28 & perl 5.8.1

any help would be appreciated.
