Db2ins1 does not have permission to do db2start

I just install DB2 Express C on my Linux system through the command line. Everything evaluated successfully afterwards(db2val, etc)

I did the /opt/ibm/db2/V9.7/instance/db2icrt -p db2inst1. It looks like there is a instance of db2inst1 with no problem. But when I go into su - db2inst1 and try to do a db2start I get I do not have permission(db2inst1 does have permission to the parent directories.) Any suggestions?
 
It is quite common that the "super user" or "root user" does not have database pernmissions.

This is done for security reasons many places. That being said, i don't know the "rules" for the Linux/DB2 Express C product.

Long ago, on a "real" Unix system, we were able use the "sticky bit" to let one user run as though they were another. It has been too long to remember the specifics, but maybe this will provide a hint.
