db2 free downloads

Hi there,

1) I cannot successfully download db2 from ibm's site.
is there another site i can obtain a personal/free edition of db2 from?

2) Are there more similarities bw db2 and oracle from the a)SQL and b)plsql (or programming) standpoints?

More similarities between SQL.

The plsql side of things, db2 is years behind on.
