DB2 7.2 on AIX 5.1

I have AIX 5.1 box with DB2 7.2 installed on it.
Recently I installed Fixpack 8 on it. After installing
Fixpack it is not allowing me to create database.
Shows following error.

db2 => create database test1
SQL1032N No start database manager command was issued. SQLSTATE=57019

Any help will be gretaly appreciated.
