DB library error 10061 - protocol related ?? 1

Hi all,
I'm not overly familiar with SQL but work with an application that runs on SQL.
Have been getting the error DB library error 10061 cannot connect to Database - this doesn't happen if you set the Protocol to Named Pipes so I'm guessing its some IP routing type problem does anyone have any further information on this
