DB design - outline nested 3-4 levels deep

I am looking for a better way to design a database that handles subject matter that appears in an outline 4 layers deep (i.e., I. Main Topic, A. Main SubTopic, 1. Third Layer subtopic a. Fourth Layer subtopic - just like writing a term paper in school). I have created four tables for the subtopics and a master table to tie all together. This works, but seems unwieldy and what happens if my topics switch positions in importance.

Can anyone help? Thanks.
