Daylight savings and converting time zones

The dates and times stored in the database is saved as GMT. Our CRM application has imbedded logic to automatically convert GMT to the user's current timezone and adjusted for daylight savings.

Unfortunately our WebFocus application does not have access to this embedded logic for GMT conversions but our reports are required to take into consideration the local setting for timezone and daylight savings.

Is there any Webfocus Functions or other methods that will allow me to pull the timezone and daylight savings settings from the client?
 
Just returned from vacation. My apologies for not responding sooner. We are running Oracle 10 for the database and using Siebel 7.2 as the application. WebFocus version number is 764.

We are currently looking at a coding solution where we adjust the input date and time stamp by the offset timezone as defined by the user's perference in Siebel or the system's setting.
