Daylight saving time - when? 2

I would like to calculate when the time is adjusted by windows. For example, here in Stockholm we adjusted the time at 02:00 the 26th March to 03:00. I would either want to find a way so I can calculate when and what direction it moves or be notified by an event when Windows automaticly adjusts the time. Anyone any ideas?

Be cautious when using that value. When daylight savings time begins is subject to the whims of politicians, and is subject to change. For example, I've heard that in the US next year it'll start in mid-March, instead of the first Sunday in April.

I believe Canada is going to do the same as the U.S. next year.
 
I wish they'd get rid of Daylight Losing Time all together.
