Since it only affects the timezone setting, it doesn't really have any affect on your applications. For those apps that do not rely on the OS for time changes, you will need to verify if they require their own set of patches. Hope this helps.
I heard there are DST patches specific to Exchange/Outlook issues (but I don't remember where I saw them -- sorry). Go to the MS Knowledge base and lookup DST under Exchange Server and you'll see a few technotes regarding recent DST changes in other countries. Hope this helps.

The patch for Exchange has been released but the one for Outlook is not out yet. The issue with outlook is that it needs to go through the calendar and just adjust the items after the time change hits.
