Date Limit / Purge

I have one Exchange2000 Server in my organization. I'm looking to impose a policy that purges mail after 180 days[/red] at the private imformation store (essentially effecting evey mailbox/user). What is the most effective way to institute this type of policy? I'm also looking to this to happen on a monthly basis[/red], prefacing the action with a system e-mail alerting them[/red] of the impending action (24 hours prior to event).
