How do you base a formula on a parameter date less 1 year?
 
Compare the date field to:

dateadd("yyyy",-1,{?Date})

I am trying to create a prior year formula to take a field year (2008.00) and reduce it by one year.

then use the new formula to compare to the field year to pull last years info.


 
I'm not following. Are you saying now that you are NOT using a parameter for the year? Do you actually have a field that returns a number for the year?

I think you should say what you are trying to do overall, instead of assuming that a certain approach is the best one.

If you have a field {table.year}, you should be comparing it to the current year, to a parameter, or to a hard value, not to itself (even if altered in a formula).
