Date Formula past and future costs

Hi All,

I need to build a formula for past and future costs based on year.
Here is my data:
For Past
Cost Start Date
100 04/01/2010
200 04/01/2011
300 04/01/2012

Future Costs
Cost Start Date
400 04/01/2010
500 04/01/2011
600 04/01/2012

I need to build a formula taking currendate.
So for currentdate which is 11/01/2011
The formula should add up line 2 of past averaged out till todays date + line 2 of future averaged out starting from todays date.

I think you could do this with a running total that averages, but selected just those records with a Start Date eqal to the current date.
