Date format error in Windows 2000

I have recently upgraded from Win98 to Windows 2000 & the system seems to want US date formats (i.e. "mm/dd/yyy")even though my regional settings are set for UK (i.e. "dd/mm/yyy"). In other systems this can be fixed by editing the win.ini International settings but these don't appear under W2k. This causes problems in particular under certain Access programs. Please can anyone suggest a solution?
