Date & Time issue with exchange 2003

I will try to explain my problem the best I can. If I send a message to a different time zone and the recipient replies to that message why does the date & time change in outlook in the section of the headers where my headers from original message show a different time that the time i sent it, if i sent the message at 8 am and when the person replies it changes the section of the headers of my sending to him 3 hours later than when it was sent. I noticed this in outlook 2003 and 2007. i hope i did not confuse anybody, kinda hard to explain.would be nice to send an attachment.
 
if i send a message to someone in a different time zone and they reply to this message you are saying by design it changes the sent time of my original message to their time, i like to send you an attachment of a message that i sent and was replied to, it's hard to explain without visually showing you what i'm talking about.
 
Yes, the person replied 3 hours ahead of you or whatever because that is the time they replied.
