database restore

we have a client that experienced a breach to his act server by someone in his company. The client called us stating that he cannot access ACT!(6.0), when we investigated we noticed that the entire H.D (External) that housed the ACT! Database was deleted. I quick recovery program was able to restore the information on the H.D however; the act .dbf file was showing at a size of 0kb.

My questions:
1- can the database be restored from its index files (xdx)?
2- assuming that the person logged in to act and deleted the records first and then deleted the H.D, any chances of recovery?
3- Any suggestions for how to address this issue?
4- Any good recovery software recommendations?

we are working on restoring a backup but the client wants an upto date database.

Any help would be greatly appreciated.
