Several questions:
What version is this Access '95 '97 or 2000?
Is it on a network drive?
If it's on a Network drive does it do this if moved temporarily to the local drive?

Tools... Options...
On the Advanced tab, on the far right (top) make sure "Default Open Mode" is set to "Shared" and not "Exclusive"
Thought I would reply to my own question in case this is of help to anyone else. This is going to seem obvious but...
I consistently opened the database by selecting it from the list of recent projects. Apparenly, I had opened it for exclusive use the first time it was added to the list and Access saves the method used to open it. Therefore, each time I opened the database it was for exclusive use, despite the fact that it was set for shared use. By simply selecting it from the file menu, the problem was solved.
