Database has multiple users

I built a database which sits on a server and will be accessed by 10-20 users. Is there a way so no one can change the design of the database? Also, what happens if more than 1 person accesses the same record and makes changes? A forum from early this year said to split the database. Will that prevent a problem from occurring? Any help would be greatly appreciated. dwandjh@aol.com
