database has been placed in state by user, no access

Quite often in our ms access shared database we get this error when opening the database:

the database has been placed in state by user 'Admin' on machine 'XXXXXX' that prevents it from being opened.

and cannot access the database. To fix this I have to close the database at the machine referenced, open on my machine which then it resets itself till the next time. Any idea how to fix this.

I have access 2003 and the other system has access xp.

 
This message often means that someone is working on an object and has not saved, that is, report, code, form or table modification. Have you split your database?
