database driven menu help

First I want to apologize if this question has been asked a bunch of times but as of the moment the search is disabled.

I wanted to see if anyone has any information or some clues how to build a web menu control. I have the menu built via javascript/html etc. I saw on some web sites some videos how they made menus into user controls. I wanted to find some information about that and I wanted to make it database driven because I want to see if it can be multilingual. Any information will be greatly appreciated and hope you all have a great day.
 
Can you use XML and XSLT? You could store the info in the database then extract it via XML format then use an XSLT to shape the data and write it out as HTML (javascript included). We do something similar for our menu.
