database dirctory cannot be found on the file system

the error message i get is:

Error number -9:

DMS-E-GENERAL, A general exception has occurred during operation 'attach database'.
[IBM][CLI Driver] SQL1031N The database directory cannot be found on the indicated file system. SQLSTATE=58031

is this saying that i am missing a driver? i cannot seem to attach to the database/catalogs remotely. onsite, i have no problem attaching the database/catalog.

any suggestions?
