SQL Server is a database engine. It includes tools for building the database - Enterprise Manager, Query Analyzer and many wizards - as well as programming interfaces.
When you refer to language, I assume you refer to developer language. Which is best depends on many factors - the system requirements, the experience of the developers, how much time and money you have, etc. You can build applications in many languages and platforms that will be able to use SQL Server databases. Visual Basic, JAVA, ASP, PHP, PowerBuilder, MS Access, C++, Visual FoxPro, etc. provide interfaces to SQL Server.
Some of these tools, if not all, can be used to administer and build databases though usually not as easily as with the Administrative tools provided with SQL Server. Terry L. Broadbent
