data type problem

I have two problems:

1)my source is mainframe and i know its ebcidic data.I believe that
if i set code pade to ebcidic it may be fine.but out put is oracle
which is in ascii.so where do this conversion occur??
2)my out put has to go back to mainframe which has datatypes as
packed,integer etc.
but my target is flat file which i see only datat types as
number,string etc.
how should this work??
