Many companies & people operate on the asumption that is something is not specifically banned or illegal, go ahead and do it, not matter who it hurts, as long as you can make a buck ($$$).
Some don't even care if it is banned or illegal. We call them criminals when they get caught

The pen is mightier than the sword, but the sword hurts more!
If it isn't explicitly banned then a company will do it to make money. And even if it is banned they have lawyers who find some loophole.
Plus, lobbyists give enough money to certain individuals that they (certain individuals) see to it that such laws don't take effect in order to preserve the revenue stream of the companies who hired the lobbyists.
