Data not formated-need to make it a table help 1

I have this data on a excel, and its formated this way.The field names are on the left side. I need help to change the format to make the fields on the top and the data under it. I want to import this on Access and have fields.

Rule /Active/Type/Sender/Section/Format/Keywords/Other1..
189 / Yes / . . . .

there are about 300 grouped items that is formatted this way and i can not import it to Access because it only have 2 column.

Have you tried
1. copy the data
2. Paste Special (edit menu)
3. Click in the Transpose checkbox.
