Data exchange from PC to mobile device

I am looking for a system in which I pull up a program on my PC, dial a number, and retrieve data from the mobile device. The mobile modem will be attached to a tractor, and will have info such as temp, rpm, and stuff like that. I am looking at purchasing a modem like this: that requires a SIM card, which I would acquire from my phone service provider (AT&T or do you suggest a better one for this application?). I would like to write my own GUI for the PC interface, so that it would be exactly what we need. It would be sweet if the GUI interacted with a program that someone else has already written :)
I don't know what kind of modem I require on my PC. Can I use any old modem, or must it be a wireless modem. I mean, I can call my cell phone from a land-line, so shouldn't I be able to dial into this device from a wired modem? Also, is there PC software out there that would allow me to do what I want over GPRS or CDMA? All suggestions welcome. Thanks!
 
If i can get you right, what you need is a connection between your PC and your mobile phone to synchronize data information ?
 
If i can get you right, what you need is a connection between your PC and your mobile phone to synchronize data information ? if that is the case you need to write a program that will be installed on your phone which will allow synchronization between your phone and your pc the same program must be on your pc and your connection will be through GPRS or CDMA depending on chosen provider
