Data Environment builder. where is?

Hello good evening to all,
I must develop a test form based on cursor adapter.
In any guide I've read that exist a DE builder, but in my installation of Visual Fox Pro 9 where is?
Can You help me?
What's the name of builder application?
If I click on right buttom in Data environment the error message appear.

Open form. Click on DE button then RightClick and Select Builder. When you create a DE you always can go in File menu and Save As Class.
