Dark Screen for 60 seconds on shutdown

I have Windows 98 SE loaded on a PC with a 486 processor running at 133 Mhz. It works fine except the shutdown process seems abnormal. After the window with the message "Windows is now shutting down" which is normal, the screen then goes totally blank (not even a flashing cursor) for 60 seconds before the message "It is now safe to turn off your computer. There is only a brief moment of disk activity showing during the dark screen interval. Can any one give clues on how to remove the dark screen? I will greatly appreciate some help.
