DAO 3.51 or 3.6

I have a 97 access db has 3 referneces: Visual Basic for Applications, MS Access 8.0 Object library, and MS Dao3.51 or 3.6 (depending on testing). I am trying to add code that will call a couple of VB programs. For some reason, it errors out with "Cant create ActiveX object". So I change to 3.6, depending on the o/s it might work. I am manually registered and re-registered dao350.dll and 360 in the common file\m.s.\dao folder. Does anyone know why there is such a discrepency in this? I cannot get it to work on 95 and some 98 stations.

Hope this helps a little..

Support for the dBase and Paradox ISAMs now require the installation of the Borland database engine. Additionally, Jet 4.0 does not offer a Visual FoxPro ISAM, you need to use the Visual FoxPro ODBC Driver instead. These changes do not affect 3.5x applications and only affect developers who explicitly update their applications to use DAO 3.6, because DAO 3.5x and DAO 3.6 can coexist on the same computer.

 
So when using 3.51, why does it not work? Both 3.51 and 3.6 are registered. The initial error is on the first form load when: dim db as database? I tried having a machine that runs 98 install jet4.0 and got this error message:C:\Windows\System\odbcconfe\e\f C:\Windows\System\jetodbc.rsp.
