Damp stack under Windows 8.1???

I have a new laptop w/windows 8.1 (arg!) and I've installed Drupal DevDesktop stack on it to do some Drupal work on it.
The installation went file but when I try to access the website (the apache server and the docroot are on my C: drive) I get only the message "Forbidden - you do not have permissions to open file /install.php" I've been doing everything I can think of including during off UAC.
Have any apache guru's come up against this and if so what was done to resolve this issue?

Make sure the Apache user has permission to access the folders.

Are you trying to call install.php from the browser?

As a fresh Drupal install, the default index.php page should lead you to installation. Don't try to open install.php from the browser. I suspect install.php is locked from direct access (without a local referrer) so that anonymous users cannot monkey with existing Drupal installations.
 
Spamjim - I've done numerous Drupal installs on servers but this is my first dev desktop. The installation is not like any of the others. Upon completion it asks what one wishes to do to create the site: from scratch, from a web based existing site(which I selected) and after importation it states completion and offers a link to the "new" site. That's when I get the error message. Interestingly enough I've just tried the same process with a Win 7 Ent system and the result is exactly the same. I can find nothing about it on the drupal.org site.

I've used the same systems and the dev desktop without problem. But the difference may be the date. I notice the latest dev desktop is from October 14. The last one I used was before that date. Maybe the latest build has a bugaboo. You could try an older release.
