damaged j2re1.3.1

i am using XP with j2re1.3.1, but to my surprise certain applets refuse to start and then to my horor, i discovered that under C:\WINDOWS\Downloaded Program Files, jre is reflected as damaged.

anyone can advise on "repairing" it? i'd uninstalled and reinstalled jre1.3.1 numerous times.
