DADMIN Limitation

I have noticed over the last several months that newly created DADMIN accounts no longer have LOGIN related permissions.

For instance, I can no longer RESET LOGIN, CHANGE LOGIN etc.

Has anyone else seen this and does anyone know why AVAYA changed this?
 
For newer systems (CM4 & CM5), this is all done via the maint webpage now. For older systems, AVAYA has been removing the "administer permisions?" option on the DADMIN login for a long long time now.

Avaya is logging in a removing the ability for a dadmin to add or change a login. Run a 'list hist' I'm sure you'll see that Avaya made a change at some point.
