D8 of ADC

Need to prevent the following scenario:

I have an incoming call through ISDN BRI trunk to the MD110.
The call goes to the operator. The operator extend the call to an internal digital extension. After replying to this call the extensions makes an inquiry, dials to a mobile phone and after having the reply from the mobile transfer the incoming call to this mobile. I had D8=0 and put it to 3 but still the extension can do this transfer at both cases (0&3). I want to prevent it.
