Does anyone know of documents that explain the d-channel monitor messages on an op81 rlse 25.40
ie:

From the looks of the DCH messaage 1501 is trying to tandem to PSTN thru your switch to 9+4164961644.

Check the NCOS/FRL level of the inbound trunks on Loop 27 and ensure they have enough of an FRL to get out through NARS/BARS.

SWED is saying there is congestion for THIS CALL, not that there are no trunks at all...If you don't have a high enough level to get out, then you are in fact congested.
